Code-Guided Impairment Support

Fire watch and impairment procedures are directed by the applicable fire code official and authority having jurisdiction. The following overview helps owners and managers understand the principal steps; project-specific direction may vary.
Systems Out of Service
The fire department and fire code official must be notified immediately. When required by the fire code official, the building must be evacuated or an approved fire watch provided until the required protection is restored.
Impairment Tags / Red Tags
An impairment tag identifies the affected system or portion removed from service. Placement can include fire department connections, control valves, alarm control units, annunciators and fire command centers as directed by the fire code official.
Preplanned Impairment Program
The impairment coordinator authorizes a planned impairment only after the required risk evaluation, notifications, tagging, preparation and mitigation procedures are confirmed.
Restoring Protection
Before an impairment tag is removed, required inspections and tests must verify operation and the affected supervisors, fire department, owner, insurer, alarm company and other involved parties must be advised.
Impairments Exceeding 10 Hours
For a fire protection system out of service for more than 10 hours in a 24-hour period, the impairment coordinator must arrange an applicable protective measure such as evacuation, approved fire watch, temporary water supply or an approved ignition/fuel-control program.
Fire Watch Personnel
Fire watch should use trained personnel continuously patrolling the affected area with ready access to extinguishers and the ability to promptly notify the fire department while monitoring egress and remaining protection features.
System impaired now?Notify the fire department and fire code official immediately. Confirm whether evacuation, an approved fire watch or another protective measure is required before occupants remain in an unprotected area.
Preplanned Impairment
Before authorization
- 01Determine the extent and expected duration of the impairment.
- 02Inspect the affected buildings or areas and determine the increased risks.
- 03Submit risk-mitigation recommendations to management or the owner/manager.
- 04Notify the fire department.
- 05Notify the insurance carrier, alarm company, owner/manager and other authorities having jurisdiction.
- 06Notify supervisors in all affected areas.
- 07Implement the required impairment-tag system.
- 08Assemble the necessary tools and materials at the impairment site.
Restoration to Service
Before removing the tag
- 01Complete the necessary inspections and tests to verify affected systems are operational.
- 02Advise affected supervisors that fire protection has been restored.
- 03Advise the fire department that protection has been restored.
- 04Advise the owner/manager, insurance carrier, alarm company and other involved parties.
- 05Remove the impairment tag after the required restoration procedures are complete.
